He was born in 1973 in Baku. He graduated from high school in 1990 with a silver medal. In the same year he was admitted to the Azerbaijan State Economic Institute. He graduated with honors from the University of Azerbaijan with a degree in economics.
 
From 1996 to 2000 he held various positions in the Ministry of Taxes, from 2000 to 2002 he was a lawyer from Salans Hertzfeld & Heilbronn (Baku) Limited, and from 2002 to 2013 he was the director of the law firm OMNI.
 
In 2004-2012, Chambers Global, IFLR1000 and Legal500, two of the world's leading law firms, annually included Azerbaijan in the list of leading lawyers in the field of taxation and civil law.
 
From May 30 to August 12, 2013, he served as Chief of Staff of the Ministry of Education. By the order of the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, dated August 12, 2013, he was appointed Deputy Minister of Education.
 
By the order of the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, dated April 23, 2018, he was appointed Minister of Education of the Republic of Azerbaijan.
 
By the order of the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, dated July 16, 2020, he was appointed Minister of Foreign Affairs of the Republic of Azerbaijan.
 
He is married and has 2 children.
